Phase one:
Objectives:
1.strategy development
2.Advocacy for ten years nutrition improvement plan in china (2006-2016).
3. Communication for quality control.
Targets:
1.Government officials
2.Peasants who get fortified flour compensated for reforest
Activity:
Our objective on policy is reaching a new flour policy (target people
will get high quality fortified flour but less quantity than common flour.
The difference in the quantity would be paid for the cost of production
and fortification.) To reach the policy we would do some communication
work.
Channels of communication:
1. Working with high level government officials and local government officials
Project team would invite some relevant government officials to be consultants
of the project. For example: officials from Chinese People's Political
Consultative Conference (CPPCC), State Development and Reform Committee
(SDRC), Ministry of Health (MOH), Ministry of Agriculture (MOA), State
Grain Bureau, etc.
2. Hold workshops
Before the project, holding workshops with consultants of relevant government
department
Summarize the intervention trial we have done in the two west provinces.
Communicate with officials and experts, advocate for the flour fortification
project we would do in the five northwest provinces.
3.Issue special column about
nutrition on relevant newspapers.
PNDC issued special column
every Saturday named Healthy Weekend on China Foods Newspaper. We would
cooperate with other relevant newspapers and magazines to develop the
same topic in order that much more people learn relevant knowledge.
4.TV programme and telefilm on Special topic.
We would produce a series special
telefilm based on the materials from rural of west china. We would show
it in some famous TV channel.
5.Commonweal advertisement
PNDC has made a series commonweal
advertisement on fortification foods and we have gotten great achievement
on it. We would make more advertisement to advocate our opinion.
6.Distribute pamphlets
We would distribute relevant
pamphlets to participants when we hold seminars. We would indicate the
importance of nutrition and what kind of policy we should choose.
7.Labeling of the packages
of fortified flour
Use a special logo on the packages to show the ingredients and producers
of fortified flour
8.Taking training courses for
workers of local flourmill
9.Creating special page on
the website to show quality control system (including GMP, HACCP)
Phase two:
Target:
Local people will get high quality fortified flour but less quantity than
common flour.
Activity:
Organize some communication works
Channels of communication:
1. Distribution pamphlets, posters.
Some pamphlets were distributed to local target population when did intervention
trial in the two west provinces. We would visit local people usually and
communicate with them. Then we would compile a series pamphlets based
on the data and stories from local people.
2. Labeling of the packages of fortified flour.
Use a special logo on the packages to indicate the ingredients and producers
of fortified flour
3. Local grain bureau, forest
bureau and health department
Local government, such as grain bureau, forest bureau and health department,
could communicate with target population easily and frequently. We would
distribute our pamphlets and education materials through local grain bureau.
Local officers in charge of
reforestation situation would visit farmers usually to check the reforestation
situation; they could help us to communicate with local target people.
4. Local TV and radio programs
We would show some relevant programme on local TV and radio.
5. Local newspapers
Issue some education articles on local newspapers usually.
6. Set comparison teams who eat common flour
Set comparison teams in target regions; compare with the target people,
and public some data of two different teams to show the benefit of the
fortified flour.
7. Some organization that could
reach rural places, art organization
Cooperate with some organizations that could reach rural places for example:
Health Promotion Association of Peasant.
Organize some art activities
with local art organizations to communicate with local people.
Local government usually shows
some films to enrich local farmers' cultural life. We would show some
education programme before film beginning.
Phase three:
Target: Local people will buy fortified flour in market
Activity:
1.Government will encourage local flourmills do some sales promotion activities.
2.Organize some communication works
Channels of communication:
1.Cooperate with local flourmills to do some sales promotion activities.
Government will compensate part of cost of sales promotion.
2.Visiting local families who
eat fortified flour for a period of time and communication with them.
Compiling pamphlets with their stories and distribution pamphlets in target
places.
3. Commonweal advertisement
We would make some advertisement to advocacy for fortified flour.
4. TV programme and telefilm on Special topic
We will make some programme and telefilm to educate local people the important
of health and the relationship between nutrition and development.
Phase four:
Objectives
1. Collect Materials and summarize the GAIN project to expand fortified
flour covering 12 provinces in western China
2. Share GAIN project experiences
Targets:
1.Government officials
2. Domestic Public
3.international organizations and experts
Activity:
1. Collect materials at the beginning of the project and administrate
data with some software.
2. Website development
Create a website for the Gain flour fortification project in china specially.
Collecting and administrating data from the very beginning of the project,
and sharing all data on the website to keep all activities transparency.
It could help all persons involved in the project know the current situation
of the project in time, what is the problem need to be solved and fine-tune
future actions.
Visiting local farmers usually
and communicating with them, collecting their stories about
The project and taking some pictures for them, sharing these materials
on the website.
Link Gain project website with famous nutrition international website,
advocacy for
Chinese project in international nutrition field. Keep communication with
them via Internet
and get good ideas from them on the project.
3. Hold monthly meetings with
the project manager to report on the progress of communication works and
to fine-tune future actions.
4. Do summary per three months
on the progress of communication and share the summary on the website.
Fine-tune future actions via summary.
5. Summarize the GAIN project
experiences and propagandize the experiences via newspapers, forums, TV
program etc.
6.write a report to China central government to expand fortified flour
covering 12 provinces in western China.
